In Victoria 3, your armed forces get organized in four main ways, and whichever way you go, always remember to link them back to their appropriate HQ (each strategic region has its own HQ):

 

  • Battalions with Generals: These battalions are directly under the command of generals.

 

  • Flotillas with Admirals: Here, admirals are in charge, steering the ship (pun intended).

 

  • Unassigned Battalions: These troops aren’t tied to a specific general.

 

  • Unassigned Flotillas: These fleets aren’t under a particular admiral.

 

To make moves with your battalions or flotillas, they gotta be paired up with a general or admiral. While unassigned battalions still play defense in their strategic region, unassigned flotillas are pretty much sitting ducks—they won’t pitch in during wars. And, honestly, it doesn’t usually make sense to have unassigned flotillas. They drain your funds in upkeep, but you can’t use them in fights. So, most of the time, it’s better to assign those flotillas to an admiral. The only time you might leave them unassigned is if they’re just there for some diplomatic flexing.
